As far as your first question - yes. The Hollywood Racks Destination # HR4000 comes with a hitch lock that locks the rack to the hitch. I went ahead and attached a screenshot of this lock.
For your second question, the Destination does not come with a lock for the bikes. However, you can buy a cable lock to thread around the bikes and through the center mast. For this route, I recommend using the etrailer Cable Lock # e98891.

The (discontinued) Thule Vertex 4 Bike Rack TH9029XT has an integrated cable lock which secures the bikes to the bike rack, but it only uses the anti-rattle hitch pin which doesn't lock.
Thule does provide their Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 which will still give you that anti-rattle feature, while also adding on the locking feature that you are looking for. The Rhino-Rack 2 Bike Rack # RRRBC045 doesn't come with bike or rack locks and since the only way to accomplish this is by wrapping a cable lock like part # e98891 around the bikes, rack, and trailer hitch I recommend checking out a different bike rack instead.
